Univision Interactive has just announced they will partner up with AdReady and launch an advertising platform for smaller businesses seeking to advertise towards Hispanic groups. It’s a self-service platform for display advertising suited for companies with budgets below $15 000/month. One interesting idea is the possibility for clients selecting and customizing banner templates in Spanish and English from an 800 stock banner inventory.
Online ad networks are becoming more common as more and more people go online, but ethnic ad networks are still in an early phase as the partner sites are somewhat trickier to find.
Here’s a list of some of the bigger multicultural ad networks in the US and Europe:

My experience is that campaigns through ad networks, multicultural or not, have poor results. Advertisers gets better results by targeting a selection of sites where you can customize the banner for each site.
The conversion rate for ad networks are usually very poor.

Depends on your product and the fit with the network you’re running ads on, I’d say. The strength of target group specific ad networks (and vertical networks in general) is, as you say, the selection of sites that are more suited for your product. Customer-friendly ad networks should help you customize your campaign and campaign creatives as much as possible. Many times people focus on the reach and not the match or quality on the sites selected.
